RYA Scotland statement on proposed Clydeport Conservancy Fee: Update

MSPs have debated plans to introduce a Conservancy Fee at Clydeport

On Tuesday 25 February, Stuart McMillan MSP led a Member’s Debate in Scottish Parliament, giving other MSPs an opportunity to discuss proposals from Peel Ports Ltd to introduce a Conservancy Fee in the Clydeport area.

MSPs were given the chance to discuss the matter, sharing support for concerns from the boating sector which suggest a charge will negatively impact the marine tourism economy.

Transport Secretary Fiona Hyslop MSP said she recognised the strength of feeling on this issue, and committed to reflect on the points made – including regulation of port authorities and whether there is a need to update legislation.

Commenting after the debate, RYA Scotland CEO Finlo Cottier said:

“I am grateful to Stuart McMillan for bringing forward his members’ debate on the introduction by Peel Ports of a Conservancy Fee on the Clyde.

 “There were many compelling cross party contributions, and this unity mirrors that within the recreational boating sector in Scotland that the plans for these fees should be abandoned.

 “Many of the members spoke about the very real impacts that such a fee will have on coastal communities throughout the Clyde. They also highlighted that this affects all users wishing to access the water for social, health and recreational purposes.

 “This debate has highlighted the widespread opposition to Peel Ports’ plans, and we are hopeful that the contributions have given the Scottish Government and Peel Ports, food for thought.”

Sharing his thoughts, Stuart McMillan said:

 “The recreational boating community in Scotland has been loud and clear on this issue: they do not support a conservancy fee being introduced for leisure craft sailing on the Clyde.

 “This isn’t about not wanting to pay for their pastime – sailors have always expected to pay harbour, berthing and moorings fees. This is about a fee being imposed that does not stand up to scrutiny.

 “The fact that my motion drew support from across the chamber shows that politicians from different parties agree that Peel Ports should abandon their proposals. This reflects the mood of the public; everyone I’ve spoken to, boater or not, rejects these proposals.

 “I appreciate that the Scottish Government need to work with Peel Ports on several areas, but I really do hope that Ministers hear the calls from Scotland’s boating sector today.

 “The information coming from Peel Ports about this have been severely lacking. They should just quit while they’re ahead.”
