Scheme Overview
Current legislation ensures that any individual who is to carry out a regulated role (paid or voluntary) with children, protected adults or both, must be a member of the Protecting Vulnerable Groups (PVG) scheme. From 1 April 2025, membership of the PVG scheme became a legal requirement in Scotland. PVG scheme, prior to carrying out that role.
Key Scheme Features:
- Background Checks: Includes criminal record checks and monitoring for new vetting information.
- Barring: Prevents unsuitable individuals from working with vulnerable groups.
- Ongoing Suitability: Ensures suitability for roles with children and protected adults.
Process
- Register: Become a Qualifying Voluntary Organisation (QVO) (often via Volunteer Scotland for free checks).
- Request: Initiate the online PVG check for the volunteer.
- ID Verification: Verify the volunteer's ID documents and confirm their address.
- Process: The request goes to Disclosure Scotland who handle the record check and issue the PVG certificate.
- Receive Clearance: Get notified when the check is complete and the volunteer shares their certificate.
Key Responsibilities
There are certain responsibilities for members of the PVG Scheme in Scotland
- Update Personal Details: Inform Disclosure Scotland promptly if your personal details change (e.g., name, address).
- Report Criminal Matters: Immediately tell Disclosure Scotland about any investigations, charges, or convictions.
- Renew Disclosure: Complete the 5-yearly PVG disclosure renewal to ensure you can still perform your regulated role with children or protected adults safely
- Manage Membership: Apply to update your membership if you start working with a new group (children/adults) not on your current membership.
By fulfilling these responsibilities, members help maintain the integrity of the PVG Scheme, safeguarding vulnerable individuals in Scotland.
Regulated Work
PVG membership applies to "regulated work," which involves regular contact with children or protected adults, including activities like instructing, supervising, or providing personal assistance, even if unpaid.
